Morocco breaks another political barrier: first woman to head government

In a historic breakthrough for women in the Muslim world, Morocco has appointed Fatima Ezzahra El Mansouri as the country’s first woman Head of Government.

The 50-year-old lawyer, politician and former mayor of Marrakech was appointed by King Mohammed VI on September 29, after her Authenticity and Modernity Party emerged as the largest party in Morocco’s latest parliamentary elections. She has been tasked with forming the next government.

El Mansouri’s rise is particularly significant because it comes after a long political career rather than as a symbolic appointment. She first made history in 2009 when she became the first woman mayor of Marrakech, later serving in Parliament and as Minister of National Territorial Planning, Urban Planning, Housing and City Policy.

Her appointment also marks an important moment beyond Morocco. She becomes only the second woman to head a government in the Arab world, following Tunisia’s Najla Bouden, while her route to power is distinctive: her party emerged first in a national legislative election, giving her a direct political mandate to lead coalition negotiations.

Morocco has spent years introducing reforms aimed at expanding women’s participation in public life. El Mansouri’s ascent now places a woman at the very centre of national executive power in a Muslim-majority country, challenging the familiar assumption that political leadership in the Muslim world is inherently incompatible with women’s advancement.

But the symbolism will ultimately have to be matched by governance. El Mansouri faces difficult challenges, including inflation, employment, public services and the enormous investment programme associated with Morocco’s preparations to co-host the 2030 FIFA World Cup. Her party has also pledged ambitious job creation and economic targets.

For Morocco, this is more than a photograph of a woman entering a government office, rather a political milestone: a woman has reached the highest level of executive government in the kingdom, and her rise has come through years of electoral politics, local government, Parliament and ministerial responsibility.
