Memorandum to Governor demands action against police personnel and warns of a wider movement
September 14, 2026: The alleged police mistreatment of Nagina MP and Azad Samaj Party (Kanshi Ram) chief Chandrashekhar Azad in Gonda has triggered a protest in Pilibhit, with the Bhim Army demanding an independent investigation and warning the government of a larger movement if action is not taken.
Led by district president Saurabh Bhartiya, Bhim Army workers demonstrated in Bisalpur on Monday and submitted a three-page memorandum to the Governor through the Sub-Divisional Magistrate.
The organisation accused the police of obstructing Azad when he was travelling to Gonda to meet the family of murdered utensils trader Vinod Kumar Sahni.
‘An elected MP was stopped from meeting a victim’s family’
In its memorandum, the Bhim Army said Azad was travelling to the family to express solidarity and assure them of support in their demand for justice.
The organisation alleged:
“Preventing an elected MP from meeting the victim’s family is an insult to the dignity of a public representative and a violation of democratic rights.”
The Bhim Army further alleged that Azad was “mistreated and assaulted” by police personnel during the incident.
These remain allegations made by the organisation and have not been independently established.
Bhim Army demands a separate probe into police conduct
The organisation has demanded that the alleged treatment of Azad be investigated separately from the murder case.
It wants the identities of the police personnel present at the scene established and has called for departmental and legal action against anyone found guilty.
The memorandum also demands an impartial investigation into Sahni’s murder and strict action against those responsible.
‘CCTV, wireless messages and duty charts must be examined’
The Bhim Army has specifically called for investigators to examine CCTV footage, police wireless communications and duty charts from the location.
The organisation argues that these records can establish the sequence of events and determine the role played by individual officers.
It has also demanded full security for Sahni’s family.
Warning of black-flag protests
The Bhim Army has warned that its protest in Pilibhit could be the beginning of a larger mobilisation.
The organisation said that if satisfactory legal action is not taken within the stipulated period, it will take its protest to the streets.
It has warned that peaceful demonstrations could include black-flag protests during public programmes attended by the Chief Minister.
The organisation’s message is direct: it wants the allegations against the police investigated, accountability established and justice delivered to Sahni’s family.
What began with a police confrontation in Gonda has now reached Pilibhit, where the Bhim Army is turning its allegations against the administration into a wider political demand for accountability.
