NEW DELHI, August 3: A dramatic testimony before the United States Commission on International Religious Freedom (USCIRF) has ignited political controversy in India after journalist and activist Raqib Hameed Naik called for targeted U.S. sanctions against three prominent BJP Chief Ministers and organisations associated with the Hindutva movement.
Speaking at a USCIRF hearing on May 7, Naik urged Washington to consider Global Magnitsky sanctions against Assam Chief Minister Himanta Biswa Sarma, Uttar Pradesh Chief Minister Yogi Adityanath, and Uttarakhand Chief Minister Pushkar Singh Dhami, and also named the Rashtriya Swayamsevak Sangh (RSS) and the Bajrang Dal in his recommendations.
The testimony came during a hearing examining religious freedom in India, including allegations concerning hate speech, discrimination against religious minorities and transnational repression.
The remarks have since reverberated through Indian political circles, with BJP leaders strongly condemning the intervention. Uttarakhand BJP president Mahendra Bhatt accused critics of attempting to target prominent Hindutva leaders and organisations from foreign platforms, while defending Dhami, Adityanath and Sarma.
The controversy touches an especially sensitive nerve: whether foreign governments and institutions should intervene in debates surrounding India’s domestic politics, religious freedom and treatment of minorities.
However, one crucial distinction must not be lost amid the political uproar. The United States government has not announced sanctions or a ban against Sarma, Adityanath, Dhami or the RSS. The demand was made by a witness appearing before USCIRF, an independent, bipartisan U.S. federal commission that issues policy recommendations but does not impose sanctions itself.
What was said in Washington may have been testimony, not policy. But by placing some of India’s most powerful political figures and the RSS at the centre of a call for international sanctions, the hearing has ensured that the debate will not remain confined to a committee room in the United States.
